MO Leg’s HB 447 opens door to Planned Parenthood’s Sex Ed in Schools.
Senator Rehder’s language (SB381) added to HB447 opens the door for nonprofit organizations like Planned Parenthood in High School Health Class.
Where did all this come from?
First, let’s look at Senator Holly Rehders original filed bill, SB381. Here is the Bill Summary:
SB381 language was added to many bills including HB447, SB199, and SB411.
Here is the exact language in HB447.
Section 160.527 contains the most concerning language that codifies nonprofits like Planned Parenthood into writing the curriculum frameworks for high school health class.
“… and nonprofit organizations that focus on public, health, parenting, and social services.”
It also MANDATES this class for one-half unit of credit for health. This will be required to graduate. There is no opt out.
It will also be a performance standard for the school to meet accreditation requirements. The school has to teach or risk loosing accreditation.
Groups like Planned Parenthood, have been anxiously waiting for progressive legislators to mandate curriculum frameworks for public schools across the country.
What do the “curriculum frameworks” look like?
Why is the medical lobby pushing for nonprofits to have a seat at the table for a high school sex ed revision?
They are on board with National push CDC’s WSCC Model.
They are trying to commandeer local schools to get our children and our local tax dollars.
DESE (Department of Elementary and Secondary Education) and MO DHHS (Missouri Department of Health and Senior have teamed up to bring WSCC to Missouri and now into your local public schools.
Universities like MSU (Missouri State University) have been conducting WSCC tutorials for groups representing Principals and Physical Health teachers to integrate WSCC models into their strategies and practices.
During THESE tutorials, the presenter shows the video from the CDC website on the WSCC model.

You can learn more about SHS (Sexual Health Services) in schools through their friend as NCSDDC. They even have definitions for you.
“School based health center’s” are being promoted to be housed in your school. Many schools in Missouri already have them.
Do you have a school-based health clinic in your local public school? If so, you may want to read those definitions again.
This is not about grammar and math anymore. This is the WSCC model and 2023 Missouri General Assembly is sending it to your schools on a fast horse.
Now Senator Rehder is working the WSCC model plan into state law for school performance standards for “new course development” and “curriculum-wide integration”. Based on MSU, were are at #5.
Senator Holly Rehder’s language for progressive sex education for grades 9-12 language was put on multiple bills this 2023 session, including SB411 (homeschool sports, SB119 for adult high schools, and HB447 also for adult high schools.
Unfortunately, even though many grassroot advocates reached out to MO House Representative Bishop Davidson‘s urging him to not bring his HB447 to the house floor with that language, he did anyway. HB447 was passed in both chambers and it’s getting ready to hit Missouri Governor Mike Parson’s desk.
A Camden County, Missouri, Republican Central Committee Chair sent a letter to governors Mike Parson urging him to veto HB447.
Please contact Governor Mike Parson and ask him to VETO HB447 and keep planned parenthood out of our schools.
