ClassWallet is a digital wallet that uses fintech (financial technology) to manage the funding and compliance of the ESA dollars. It uses blockchain technology that is a method of data mining.

NewSchools Venture Fund has been a large backer of ClassWallet.
NewSchools Venture Fund and the Walton Family Foundation work together in grant making for Education focusing mainly on DEI.
The Walton Family Foundation working with the NewSchool Ventures Fund has various groups it funds that are active in events and promotion that most conservatives claim not to support.

In 2021, House Rep. Phil Christofanelli carried Bill HB 349 to create the Missouri Scholarship Accounts Program.

Like all bad Bills, the Rules will be written after it passes. "…may promulgate rules…” is a RED Flag in all legislation.
Make no mistake, MO DESE is the reason that parents want educational freedom (not School Choice™️). They should not have a seat at the table on any School Choice™️ contracting.
Instead, the MO DESE Commissioner has been given a seat on the ESA Board!
House Rep. Phil Christofanelli added it as an Amendment into Hegeman’s SB 86 that was supposed to deal with elections, ESAs. Remember Christofanelli carried the original ESA bill. Why were these separated in the same year?
At the end of the day, Senator Dan Hegeman’s 2021 SB 86, Sponsored by Rep. Ben Baker in the House, created a new board under the State Treasurer comprised of:

MOScholars is the name brand of the ESA Program. Catchy, isn’t it?
Missouri Legislature is trying to pass digital and virtual asset legislation this session. Model legislation like the one that Governor Kristi Noem (a rockstar) just vetoed with concerns of the regulations. We must be very cautious with the pros and cons of Blockchain and Digital Assets.
